Student Calling Guide

It is most prudent for students to know and comply with the telephone regulations as outlined within this guide. Adherence to these rules is necessary to have long distance dialing service from a college campus telephone. The College has its own phone switch; therefore, special dialing programs, such as 10 - 10, do not work with our system.

  • General Information

    The student must provide his or her own phone (a standard analog - touch tone - phone.)
    You may wish to select a phone with a "message waiting" button to alert you of voice mail messages. There is only one active phone jack per Resident Hall room. The telephone number for this phone is on your room assignment card. Note: The telephone extension number changes as you change rooms. If you desire to make off- campus and long-distance telephone calls, you need to use the "personal" Telephone Access Code (TAC) assigned to you. The College will set a limit of $200.00 per month to help you manage your calling budget. If you have any questions, please contact Telecommunications by calling 570-321-4074 or go to
    www.lycoming.edu/telecom/stucallguide.htm and complete the TAC application form. Each student will also receive a personal Voice Mailbox number. Monthly telephone bills are sent to the student's campus mailbox.

    Equipment

    Your room has been equipped with one live telephone jack. This line is shared with all the residents in the room. You may not remove the wall plate or change the room wiring in any manner. Telecommunications is responsible to insure that a dial tone is available at the jack.

    Answering machines are not necessary with Voice Mail, but if you desire to purchase an answering machine, note that PhoneMate answering machines are not compatible with our system. Code-a-Phone is one that is compatible.

    Repair Service

    The repair service number is extension 4074. This number to the Telecommunications Office can be used to report trouble with your phone line. Students need to determine if the trouble is with their line or their telephone. They can do this by either borrowing a phone and testing it on their line (if you get a dial tone the problem is with the phone). Make sure all connections are secure, including the line cord into the jack and the handset cord into the telephone. If a repair service visit results in finding a problem with a student owned phone, you will be billed for a service call.

  • Calling Rates

    If you desire to make off-campus and long distance calls, you need to use your "personal" TAC number.

  • All calls placed to on-campus extensions are free. A T.A.C. number is not needed.
  • All calls placed locally will cost $.10 for the first 15 minutes and $.10 for each additional 10 minutes.
  • All 800 phone calls will cost $.10. There is no time limit.
  • Billing Information

    Students will be billed monthly for the telephone service provided and will receive a statement in their Campus mailbox. Bills are created on the first day of each month and payment is required by the indicated due date, usually within 10 calendar days following receipt. Students will receive an invoice with the current telephone charges and the total amount due for the month. A detailed listing of all calls made using the student's T.A.C. will support this. The listing will show the number balled, the duration of the call, and cost of the call.

    Failure to make timely payment will result in long distance dialing services being discontinued. Continued failure to make payment will result in a hold being placed on registration and/or transcripts in accordance with the Treasurer's Office procedures. Payment must be made in full prior to restoration of services.

    Payment can be made by check through campus mail or in person at the Treasurer's Office located in Long Hall during business hours. Business hours are from 8:00 AM to 4:00 PM Monday through Friday. Checks for payment are to be made payable to Lycoming College. Please do not send cash through the mail. The College cannot accept third party checks. Checks returned for insufficient funds will carry a penalty of $20.00.

    Replacement Bills

    If you need replacement or additional copies of prior telephone bills, the Telecommunications Office can provide these at no cost.

    Billing Adjustments/Inquiries

    If you have a question or problem with your telephone bill, please bring it to the Telecommunications Office's attention within 15 days of receipt of the bill. The Telecommunications Office reserves the right to refuse to make adjustment if problems are not brought to its attention within this period.

    Restrictions

  • Incoming third party and collect calls. (Such calls will have a $10.00 per call penalty, as well as the call charged.)
  • Addition to or tampering with equipment (unless the Telecommunications Office has granted prior approval). A service charge for reconnecting and testing, plus parts will be invoked accordingly.
  • You are not permitted to charge calls to your Residence Hall room telephone extension number.
  • Important Notes

  • T.A.C. means Telephone Access Code, assigned by the Lycoming College Telecommunications Office.
  • # means pound sign or cross hatch key on the telephone used at the beginning of all long distance T.A.C. calls.
  • If your phone is off-hooked for 60 seconds you will hear a howler tone. If you do not put your handset back on your phone you will lose service. Hanging up your handset reactivates your phone.
  • Telephone Access Code

    Telephone Access Codes (T.A.C.) are issued at the Telecommunications Office on an individual basis and treated as confidential information upon signing the application. Following receipt of a T.A.C., the student will be responsible for all charges incurred under that T.A.C., whether or not the student incurs them. At no time should you inform or loan another person your T.A.C. DO NOT leave your T.A.C. in your room where anyone may obtain access. Your T.A.C. should be treated with the same high degree of confidentiality as your automatic teller machine card or credit card.

    Once you receive a T.A.C. you do not have to annually renew it; it will remain active until you graduate or leave the college.

    Telephone Access Codes are used for off campus and long distance telephone calling. Students using this telephone service must pay the phone usage charged to their T.A.C. #.

    If your T.A.C. is lost or stolen, or if you feel that someone is making calls with your number, you must notify the Telecommunications Office in order ro cancel the old number and have a new number issued to you. Until the office has been notified, you are responsible for all calls charged to your T.A.C.

    Termination of T.A.C.

    The College may discontinue the long distance dialing service at any time for violation of a regulating or provision within this guide. Students may terminate service at any time, but remain responsible for calls placed under their T.A.C. prior to such discontinuance. Students desiring to terminate their T.A.C. may do so by contacting the Telecommuncations Office at extension 4047.

    Students moving off campus or studying abroad are responsible for notifying the Telecommunication Office if they wish to "deactivate" their T.A.C. Until such time, the student will be responsible for the charges incurred under his/her T.A.C., whether or not the student incurs them.

    Lycoming College is not liable for the loss of a T.A.C. or for subsequent calls fraudulently billed to a T.A.C.

    Problem Calls

    If you receive obscene, harassing, or threatening calls:

  • Do not say anything. Calmly hang up. If you do not react to the calls, they will usually stop.
  • Do not talk about the call with people you know. Chances are, the caller is an acquaintance and may be encouraged by your anxiety.
  • If the calls continue, call Security at extension 4911.
  • Telephone Fraud

    Beware of the word "Fraud" and some of the penalties associated. A brief description of fraudulent is characterized by cheating and deceit; obtained by dishonest means.

    The use of phony credit cards, stolen T.A.C. numbers, electronic devices or any other means to avoid paying for telephone calls is against the law. It is stealing - pure and simple. In this state and this college, conviction for making fraudulent phone calls may result in

  • Imprisonment and/or a fine
  • Restitution for the total cost of the fraud
  • Court costs
  • A permanent criminal record
  • Suspension or dismissal from college


  • Modern electronic computer systems are being used to trach down offenders. The penalties may seem harsh, but the cold fact remains, that the law does not look on telephone fraud as a lark.
