MOTOR VEHICLE REGULATIONS
General Information
-
All
motor vehicles operated on College property or in College parking
lots, either regularly or temporarily, must be registered with
the Department of Safety and Security. The operator and/or owner
of a motor vehicle is required to comply with all Lycoming College
Motor Vehicle Regulations.

A
vehicle registration form must be signed prior to receipt of a
parking decal. Signing this form indicates that the vehicle
owner/operator will follow all rules and regulations outlined in the
Lycoming College Motor Vehicle Regulations and accepts
responsibility for the accuracy of all information contained
therein. A copy of the regulations is provided when the decal is
issued. Additional copies are available at the Safety and Security
office in Rich Hall.

No
one
is permitted to loan, re-sell, or otherwise permit use of the decal
on other than the registered vehicle.

Lycoming
provides parking facilities for students, staff,
faculty and visitors. The College is not responsible for any damage
to or theft from any vehicle parked on College property. It is the
sole responsibility of the vehicle owner and/or operator to take all
reasonable precautions to prevent thefts or damage. Some of these
precautions include, but are not limited to: closing windows,
locking doors, parking in designated areas, and refraining from
displaying valuables in the vehicle.

Parking lots are filled by those registered and
authorized for each lot on a first come, first served basis each
day. Obtaining a parking decal does not guarantee a parking space.
Lighting surveys are conducted on a regular basis and recommended
improvements are completed. If you must park after dark and would
prefer not to walk alone, the Department of Safety and Security will
provide an escort to your campus destination. If you would like an
escort you should, preferable, contact the Safety and Security
Office in advance of your arrival on campus or before parking your
vehicle to the parking lots.

All
vehicles must be properly parked between lines.
Parking decals must be displayed on the left rear bumper of
registered vehicles. The decals are removable provided they are
properly placed on the vehicle. A vehicle must be pulled forward
into the parking position so the decal on the back bumper is visible
from the aisle.

There
is no parking on College Place or the upper quad area, except for
authorized reserved parking.
Vehicle
Registration
-
All
motor
vehicles operated and/or owned by currently enrolled students must
removable provided they
are properly placed on the vehicle. A vehicle must be registered
with the Department of Safety and Security. Parking decals may be
purchased in the Department of Safety and Security, located in the
lower level of Rich Hall, Wednesdays from 8:30 am to 4:00 pm or at
check-in. Your driver's license, vehicle registration card and
proof of insurance are required to register a vehicle. The
annual fee to register a returning student's vehicle on campus is
$60.00 provided the vehicle is registered by July 1. If the
vehicle is registered after July 1, the annual registration fee is
$120. Obtaining a parking decal does not guarantee a parking
space.

Students who reside in College
Apartments must register their vehicles with Safety and Security.
College Apartment residents should park in the appropriate parking
lot according to their class status. Apartment residents may
also apply for a "city" on-street parking permit at the Safety and
Security Office.
Be advised that the City of Williamsport enforces
street parking and the number of permits made available to the
College is limited.

Resident students
are assigned to specific parking lots according to their class
status. A campus map is available in the office of Safety and
Security. Information regarding parking assignments may also
be found on the College website: www/lycoming.edu/security/parking.htm.

All resident
students may park in the Mulberry Street lot if arriving on campus
during late evening/early morning hours and/or they are unable to
locate a parking space in their designated location. Vehicles
must be moved into an appropriately assigned lot by 2:00 p.m. the
following day.

Commuter students
may park in the Mulberry Street lot and Sophomore and Freshman lots.

Guests of resident students are permitted to park in the Mulberry
Street parking lot ONLY.

Parking permits are
issued in several
different colors depending on the status of the person. Black
indicates faculty and staff, red indicates senor and junior resident
students, green indicates commuter students, blue indicates
sophomore resident students, and yellow indicates freshman resident
students.

The Department of
Safety and Security reserves the right
to revoke student,
faculty, and staff parking privileges for repeat violations of this
policy, or for providing inaccurate information on the Motor Vehicle
Registration Form.
Temporary
Parking
-
A
vehicle
temporarily parked to load or unload for a period not to exceed 15
minutes must have the four-way emergency flashers activated and a
registration decal properly displayed on it.
-
At no time
shall parking spaces reserved for vehicles displaying a disability
license plate or placard be used for any reason other than for a
vehicle operated by or used to transport a person with a disability
or a severely disabled veteran.

Temporary
registration is available 24 hours a day at the Safety and Security
Office in the lower level of Rich Hall.
-
Temporary
permits
are available for a maximum of 14 days or a total of two (2) weeks
each year. They are not intended to replace proper registration or
display of a parking decal on the vehicle.
Restricted
Parking
-
All
vehicles
must be parked in their designated lots Monday through Friday from
7:30 a.m. until 5:00 p.m. Visitor, service, 24 hour staff spaces and
spaces reserved for vehicles displaying a disability license plate
or placard are reserved at all times for properly identified
vehicles. Overnight parking and temporary parking in these spaces
is prohibited.

Except
as provided for vehicles displaying a disability (handicapped)
license plate or placard and service vehicles, at no time shall a
vehicle be parked in the upper quad area, on College Place, on a
sidewalk, or on the grass. Parking in these areas constitutes a
violation at any time, 24 hours a day, and 12 months a year.

Vehicles
must be in operable condition. Any vehicle in severe disrepair must
be removed promptly. A disabled vehicle is not an excuse to park
illegally. All vehicles must display a current state registration
plate and inspection certificate.
Snow Emergency
-
If
the
College remains open, all parking regulations remain in effect. If
the College closes, students may remain parked in the staff lots.

The
presence of snow on city streets does
not relieve anyone of their obligation to properly register their
vehicle.
-
Parking regulations will be strictly enforced.
-
After
a snow emergency, all vehicle operators are responsible for freeing
their vehicles from snow accumulation, including snow piled up by
plowing. Shovels may be obtained from the Safety and Security
Office with a College ID. Whenever possible, accumulated snow will
be removed, not plowed.
NOTE:
During a City designated snow emergency, all vehicles must be removed
from Washington Boulevard and Franklin Street.
Visitor Parking

Visitor parking permits may be picked up from the Safety and
Security Office or the switchboard in Long Hall. Guests visiting the
Admissions House or the Athletic Department may acquire guest
parking permits from those offices. Students are responsible for
their guests. Guests of students are permitted to park in the same
color designated areas as their host.

Specifically identified visitor parking spaces are located in the
Academic Center lot, near Long Hall, and on College Place. These
spaces are for business visitors only. No registered vehicles or
vehicles operated by faculty, staff, or students are authorized to
be using these spaces.

The above fines will be imposed on the first and second violations. On
the third violation, the fine will be doubled. The fourth violation will
result in a double fine, as well as the vehicle being immobilized, if
possible. If immobilization is not possible, the vehicle may be towed.
Upon the fifth violation, the fine will again be doubled and the vehicle
will be towed. After a fifth violation, the fine(s) will be doubled and
parking privileges will be revoked. Any further parking on campus will
result in immediate towing.
Lycoming College assumes no responsibility to damage that may occur
during towage or storage of vehicles. Any vehicle that is towed
and not picked up within 24 hours will be assessed a fee of $10.00 per
day for storage. this fee will be added to the cost of towing.
All fines must
be paid within seven (7) days of receiving the ticket. If payment is
not made in seven (7) days, the Treasurer's Office will be informed of
the total owed and that amount will be placed on the student's bill.
Appeals
Appeals must
be submitted in a timely manner and within the semester the ticket was
issued. For parking tickets issued within the last week of a semester,
appeals may be made during the 1st
week of the following semester. Appeal forms are available in the
Safety and Security Office.
The following reasons on which to base an
appeal will not be honored:

No
spaces available in a lot.
-
Unfamiliar with
regulations. All members of the College community are
expected to be familiar and follow regulations.

Incorrect advise. The
fact that a person has been incorrectly advised does not constitute
an excuse. The Student Handbook and parking regulations are the sole
authority unless otherwise indicated by the Director of Safety and
Security.

Short-term illegal parking.
The fact
that the illegal parking was brief does not constitute an excuse or
special circumstance.
-
Inconsistent Enforcement.
Officers ticket at random times. It is impossible to guarantee that
every violation will receive a ticket every time.
-
4-way
emergency flashers were turned off.
It is expected that anyone leaving a vehicle unattended will secure
it. If the vehicle is not secured, the registered owner must take
responsibility for someone turning off the flashers.

Parking
off campus.
All students and employees are required to register their vehicles.
If a ticket is issued, the vehicle was obviously parked on campus.
The appellant
will receive written notice indicating the action taken by the parking
committee.
Appeals are
reviewed by the Appeals Committee consisting of two (2) students and one
(1) faculty member. The committee is chaired by the Director of Safety
and Security, who is a non-voting member that advises on this Policy.
