MOTOR VEHICLE REGULATIONS

General Information

  • All motor vehicles operated on College property, including College parking lots, regularly or temporarily must be registered with the Department of Safety and Security.  The operator and/or owner of a motor vehicle is required to comply with all Lycoming College Motor Vehicle Regulations outlined in the student Policies Manual.

  • A vehicle registration form must be signed prior to receipt of a parking decal.  Signing this form indicates that the vehicle owner/operator will follow all rules and regulations outlined in the Lycoming College Motor Vehicle Regulations and accepts responsibility for the accuracy of the information contained on the form.  A copy of the regulations is provided when the decal is issued.  Additional copies are available at the Safety and Security office in Rich Hall.

  • No one is permitted to loan, re-sell, or otherwise permit use of the decal on other than the registered vehicle.

  • Lycoming provides parking facilities for students, staff, faculty and visitors.  The College is not responsible for any damage to or theft from any vehicle parked on College property.  It is the sole responsibility of the vehicle owner and/or operator to take all reasonable precautions to prevent thefts or damage.  Some of these precautions include, but are not limited to: closing windows, locking doors, parking in designated areas, and refraining from displaying valuables in the vehicle.  All incidents involving intentional/accidental damage to or theft from vehicles while on College property should be immediately reported to Safety and Security at 570-321-4064.

  • Available parking space within each designated parking lots by those registered and authorized is on a first come, first served basis each day.  Obtaining a parking decal does not guarantee a parking space.

  • All vehicles must be properly parked between lines.  Parking decals must be displayed in the left lower rear portion of the back window.  Vehicles must be parked forward in the parking spaces to enable the decal to be seen on the back window from the aisle.

  • There is no parking on College place or the upper quad area, except for authorized reserved parking.

  • The Department of Safety and Security will provide escort service from all of the parking lots to any destination on campus.  If possible, contact the Safety and Security office in advance of your arrival on campus or before parking in the parking lot to enhance safety and minimize delay.

  • Closed Circuit Surveillance cameras have been installed in the Basin, Mulberry, Skeath, and Commons parking lot areas.

Vehicle Registration

  • All motor vehicles operated and/or owned by currently enrolled students must be registered with the Department of Safety and Security.  Parking decals may be purchased in the Department od Safety and Security, located in the lower level of Rich Hall, weekdays from 8:30 am to 4:00 pm or at check-in.  A valid driver's license, vehicle registration card and proof of insurance are required to register a vehicle.  The annual fee to register a returning student's vehicle on campus is $60.00 provided the vehicle is registered on or before July 1st.  If the vehicle is registered after July 1st, the annual registration fee is $120.00.  Obtaining a parking decal does not guarantee a parking space.

  • Students who reside in College Apartments must register their vehicles with Safety and Security.  College Apartment residents should park in the appropriate parking lot according to their class status.  Apartment residents may also apply for a "Williamsport City" on-street parking permit at the Safety and Security office.  The City of Williamsport enforces all on-street parking.  The number of on-street parking permits made available to the College is limited.

  • Freshman resident students are only permitted to park in the Basin Street and Mulberry Street parking lots.

  • Sophomore resident students are only permitted to park in the Bennett Street, Duke Street, Fourth Street, North, Recreation Center and freshman parking lots.  Junior and Senior students are not permitted to register vehicles for freshman or sophomore students.

  • With the exception of the faculty and staff parking areas, Junior and Senior resident students may park in any of the College parking lots.

  • Commuter students may only park in the Mulberry Street and Duke Street parking lots.

  • Parking permits/decals are color coded to correspond with designated parking areas and to identify registered vehicles in the following manner: Faculty and Staff, black; Senior and Junior resident students, red; Commuter students, green; Sophomore resident students, blue and Freshman resident student, yellow.

  • The Department of Safety and Security reserves the right to revoke faculty, staff, and student parking privileges for repeat violations of this policy or for providing inaccurate information on the Motor Vehicle Registration Form.

Temporary Parking

  • A vehicle may be temporarily parked for the purpose of loading or unloading for a period not to exceed 15 minutes if the four-way emergency flashers are on and the registration decal is properly displayed.

  • Temporary parking is strictly prohibited in designated handicap parking spaces.  Handicap parking spaces are specifically available to those displaying handicap placards, handicap license plates or other evidence of handicap.

  • Temporary parking permits are available 24 hours a day, seven days a week at the Safety and Security Department in the lower level of Rich Hall.

  • Temporary permits may only be issued for a maximum of 14 days each calendar year.  Temporary permits are not intended to replace or circumvent the proper registration process.

Restricted Parking

  • All registered vehicles must be parked in properly designated parking lots Monday through Friday from 7:30 am until 5:00 pm.  Visitor, service, 24 hour staff spaces and spaces reserved for vehicles displaying a disability license plate or placard are reserved at all times for properly identified vehicles.  Overnight parking and temporary parking in these spaces is strictly prohibited.

  • Vehicles are not permitted to be parked in the upper quad area, on College Place, on any sidewalk or on the grass.  Without special exceptional and proper authorization parking in these areas constitutes a parking violation at any time.

  • All registered vehicles on campus must be in operable condition.  Any inoperable vehicle or vehicle in severe disrepair must be removed promptly.  A disabled vehicle is not an excuse to park illegally.  All registered vehicles must have a current state registration and inspection.

Snow Emergency

  • If the College remains open, all parking regulations remain in effect. If the College closes, students may park in designated staff parking lot areas until the College reopens. During a snow emergency all registered and permitted vehicles on campus will be required to move temporarily for snow removal.

  • The presence of snow on city streets does not relieve the obligation to properly register vehicles.

  • Parking regulations will be strictly enforced.

  • After a snow emergency, all vehicle operators are responsible for freeing their vehicles from snow accumulation, including snow piled up by plowing. Shovels may be obtained from the Safety and Security Department with a College ID. Whenever possible, accumulated snow will be removed, not plowed.

NOTE: During a City designated snow emergency, all vehicles must be removed from Washington Boulevard and Franklin Street.

Visitor Parking

  • Visitor parking permits may be picked up from the Safety and Security Department or the switchboard in Long Hall.  Guests visiting the Admissions House or the Athletic Department may acquire guest parking permits from those offices.  Students are responsible for their guests.  Guests of students are permitted to park in the same color designated areas as their host.

  • Specifically identified visitor parking spaces are located in the Academic Center lot, near Long Hall, and on College Place.  These spaces are for business visitors only.  No registered vehicles or vehicles operated by faculty, staff, or students are authorized to use these spaces.

The above fines will be imposed on the first and second violations.  On the third violation, the fine will be doubled.  The fourth violation will result in a double fine, as well as the vehicle being immobilized.  If immobilization is not possible, the vehicle may be towed.  Upon the fifth violation, the fine will again be doubled and the vehicle will be towed.  After a fifth violation, the fine(s) will be doubled and parking privileges will be revoked.  Any further parking on campus will result in immediate towing.

Lycoming College assumes no responsibility for damage that may occur during towage or storage of vehicles.  Any vehicle that is towed and not picked up within 24 hours will be assessed a fee of $10.00 per day for storage.  The storage fee will be added to the cost of towing.

All fines must be paid within seven (7) days of receiving a ticket.  If payment is not made within seven (7) days, the Treasurer's Office will be informed and the incurred fine and costs will be placed on the student's bill.

Appeals

Appeals must be submitted in a timely manner, during the semester the ticket was issued.  For parking tickets issued within the last week of a semester, appeals may be made during the first week of the following semester.  Appeal forms are available at the Safety and Security Department.

The following reasons are not appealable and will not be honored:

  • No spaces available in a lot.

  • Unfamiliar with regulations.  All members of the College community are expected to be familiar and follow regulations.

  • Incorrect advice.  The fact that a person has been incorrectly advised does not constitute an excuse.  The Student Handbook and parking regulations are the sole authority unless otherwise indicated by the Director of Safety and Security.

  • Short-term illegal parking.  The fact that the illegal parking was brief does not constitute an excuse or special circumstance.

  • Inconsistent Enforcement.  Officers ticket at random times.  It is impossible to guarantee that every violation will receive a ticket every time.

  • 4-way emergency flashers were turned off.  It is expected that anyone leaving a vehicle unattended will secure it.  If the vehicle is not secured, the registered owner must take responsibility for someone turning off the flashers.

  • Parking off campus.  All students and employees are required to register their vehicles.  If a ticket is issued, the vehicle was obviously parked on campus.

The appellant will receive written notice indicating the action taken by the parking committee.

Appeals are reviewed by the Appeals Committee consisting of two (2) students and one (1) faculty member.  The committee is chaired by the Director of Safety and Security, who is a non-voting member that advises on this Policy.
