SteveHowe ’78, vice president for services to children, families and
community ofTheChildren’sGuild, has been namedSocialWorker of theYear
by theMarylandChapter of theNationalAssociation of
SocialWorkers. The organization presented the award at
its annual conference inMarch.
Howe, who earned a bachelor’s in sociology and
anthropology, was recognized for his continuing
contributions to the socialwork profession to include
leading theNational Treatment FosterCareAssociation,
where he currently serves as president. He also is
president of theAlumniAssociation of theUniversity
ofMarylandSchool of SocialWork and has served on
the boards and as president for several family-serving
organizations.
In addition, Howe co-wrote publications for the behavioral andmental health
field. He continues towork to reform the childwelfare system inMaryland and
leads efforts to change the rate-setting system for group homes and foster care.
“Steve, in addition to overseeing and growingTheChildren’sGuild’s
OutpatientMentalHealthProgram, has expanded our school-basedmental
health centers from serving a few schools inAnneArundel County to serving
more than 60 schools inAnneArundel, Baltimore andPrinceGeorge’s
counties,” saidDr.AndrewRoss, president andCEO ofTheChildren’sGuild.
“He is a true asset to bothTheGuild and the socialwork profession, andwe are
so pleased that his talents are being recognizedwith this prestigious award,”
Howe hasmore than 24 years of experience in family services. Prior to
joiningTheChildren’sGuild, he served themental health consultingfirm
OpenMinds as a senior consultant specializing in service development and
management of community and foster care programs. Previously, hewas
national director of foster care forKidsPeaceNational Centers, where he
expanded the program to 40 foster care and family services offices in nine states
andWashington, D.C.
Howewas theMaryland director ofThePressleyRidgeSchools, an
organization headquartered inPittsburgh serving emotionally disturbed youth
and their families, andwas the foster caremanager forMaryland, where
he oversaw 24 local social services departments.While serving the state,
he developed the treatment foster care program, including contractingwith
providers and establishing standards.
He earned aMaster of SocialWork from theUniversity ofMaryland.
