Troutman named director of safety and security at Lycoming College

Donn TroutmanWILLIAMSPORT, Pa. - Donn Troutman has been named director of safety and security at Lycoming College, according to Dr. Steve Storck, Lycoming’s vice president and treasurer. In his new position, Troutman will be responsible for the effective and sensitive administration of the College’s security, accident preventions and fire safety programs.

Troutman has spent the last 23 years working with the Federal Bureau of Prisons. He most recently served as a unit manager for the FBP in Allenwood, Pa., where he was responsible for supervising 14 staff members who were charged with monitoring maximum security level inmates. He began his career with the FBP as a correctional officer in Lewisburg, Pa., in 1986. From 1989-93, he served as a case manager before being promoted to unit manager.

“As a former manager in the Federal Bureau of Prisons for the past 23 years, I was fortunate to receive invaluable training in all areas of safety-related issues, crisis management, budgeting and leadership training, which will assist in ensuring Lycoming College has an effective Safety and Security Department,” said Troutman. “I look forward to the challenges of maintaining the safety and security of the entire campus community.”

Troutman’s FBP experience also includes serving as a budget manager for the Correctional Programs Department, instructor for newly hired staff members, Alternate Public Information Officer for the Prison Complex, National Trainer for Hostage Negotiations, management liaison with the Prison Union, liaison with the Immigration and Customs Enforcement Division of Homeland Security, and a trainer for the National Incident Management System .

Troutman, who resides in Lewisburg, Pa., earned a bachelor’s degree in individual and family studies/psychology from Pennsylvania State University, where he graduated summa cum laude in 1980.

Troutman also provides security services at the Little League World Series and Community Arts Center events. He is an active member of the National Association of Hostage Negotiators, and the Association of Hostage Negotiators in Pennsylvania, Florida and Texas.
